Mark Walter’s business empire faces federal scrutiny – Cadillac Formula 1 owner Mark Walter is facing increased scrutiny from U.S. federal prosecutors, with investigations examining potential financial improprieties involving companies connected to his wider business empire. The developments come at the same time as Cadillac has unexpectedly replaced team principal Graeme Lowdon with Marcin Budkowski.
Walter is the “W” in TWG Global, the parent organisation behind Cadillac’s F1 operation. According to Bloomberg, Walter’s Guggenheim Partners investment firm and insurance companies Delaware Life Insurance Co. and Clear Spring Life and Annuity Co. received grand jury subpoenas in February.
Prosecutors in Manhattan are examining whether the insurance companies properly disclosed relationships involving billions of dollars in private credit investments and other parts of Walter’s business empire. The investigation is being conducted alongside scrutiny by the U.S. Securities and Exchange Commission.
The FBI also seized a mobile phone during a search conducted under a warrant in September 2025, although the precise relevance of that device to the wider investigation has not been established publicly. Bloomberg reported that the FBI had not immediately commented on the investigation.
TWG says it is cooperating with investigators
The investigation does not establish wrongdoing by Walter or his companies, and the inquiries remain ongoing.
TWG has confirmed its awareness of the investigation and stated: “TWG is aware of and cooperating with the investigation.”
Walter’s business interests extend well beyond Formula 1. TWG Global controls or has interests across several major motorsport operations, including Cadillac in F1, Spire Motorsports in NASCAR, Andretti Global in IndyCar and Formula E, Wayne Taylor Racing in IMSA and Walkinshaw TWG United in Australian Supercars.
Walter has also been associated with major American sports franchises, including the Los Angeles Dodgers and Los Angeles Lakers.
Cadillac makes surprise change at the top
Against that backdrop, Cadillac announced during Formula 1’s summer break that Lowdon would leave his role as team principal, with former Renault and Alpine executive Budkowski taking over.
Cadillac CEO Dan Towriss described the move as part of a planned “leadership evolution”. However, the manner and timing of the change have attracted attention.
Lowdon was informed of his departure on the morning of the announcement and was absent from the online press conference introducing Budkowski. Towriss also confirmed that the decision was not a “mutual decision”. Indeed, the Race.com described Lowden’s removal as a ‘sacking’.
Budkowski had not yet visited Cadillac’s factory when his appointment was made, adding to questions about how quickly the transition was arranged.
The change itself is not necessarily evidence of problems within Cadillac, with Budkowski bringing extensive Formula 1 experience to the role. His appointment comes as the new team moves from its start-up phase towards a greater focus on performance and development.
Lakers sale adds another major development
The timing has become even more notable following news that Walter has agreed to sell the Los Angeles Lakers for a reported $12.5 billion, only around a year after acquiring control of the franchise for a valuation of approximately $10 billion.
Reuters reported that former Disney CEO Bob Iger and investment executive Joshua Kushner have agreed to purchase the Lakers in a record-setting transaction, subject to NBA approval.
The sale has inevitably prompted further scrutiny because of its proximity to the federal investigation, although there is currently no confirmed evidence that the Lakers transaction and the Cadillac leadership change are connected.
Whether the changes surrounding Walter’s wider business empire ultimately have any impact on Cadillac remains unclear. For now, the financial investigation, the Lakers sale and the sudden change at team principal have created a striking period of uncertainty around Formula 1’s newest entrant.
Cadillac’s growing list of off-track challenges
The latest developments add to a turbulent period for Cadillac, with TJ13 previously reporting on legal action involving Michael Andretti, whose original Andretti Global project ultimately evolved into the Cadillac F1 operation now backed by TWG Motorsports and General Motors.
Andretti stepped away from the day-to-day running of the organisation before the Cadillac entry was formally approved, with Dan Towriss subsequently taking the lead on the F1 project. Andretti remains connected to the wider TWG motorsport organisation, ensuring his involvement in the story has not disappeared entirely.
TJ13 has also reported on continuing disruption within the organisation, including concerns surrounding employees being required to relocate to the United States as Cadillac develops its American operations while maintaining its Silverstone base.
The separate developments do not establish a connection between the various issues, but they underline the scale of the organisational changes taking place around Formula 1’s newest team.
