Matt, I have a couple technical regulation questions:
If Rosberg had to replace his transmission, but replaced it with a previously used transmission, would there be a penalty?
Can a team withdraw a qualifying lap time? If a driver set a fast enough time in Q2 to move on to Q3, but also sets a faster time on a more worn set of tires in the same session, can they pull the faster time so that they will be on better tires for race day?
If by transmission you mean gearbox which according to FIA comprises everything but the drives shafts, then nope, using an old one will not stave off a penalty. Each Gearbox is required to go 6 Events before changing. There are a whole host of things inside the gearbox that can be changed without penalty, however.
And as far as tyres go, no again, very clear that you have to use tyres you set your fastest Q2 time on should you make it to Q3. Exceptions are wet weather and damage, though damage is at the sole discretion of FIA. I will add I have yet to see faster times set on older tyres in Q2, though some teams will take a 2 lap warm up instead of a 1 lap depending on conditions.
